Well, there you go.<\/span><span style=\"color:#000000;\">\u00a0<\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">We, who are students, YouTubers, politicians, teachers, children, writers, consumers, amateurs, artists, or even dogs, are all the internet users. And we all create our culture.<\/span><\/p>\n<p style=\"text-align:center;\"><strong><span lang=\"EN-US\" style=\"color:#000000;\">So, what is a meme? \u00a0<\/span><\/strong><\/p>\n<p><span style=\"color:#000000;\">[youtube https:\/\/www.youtube.com\/watch?v=QkhcKQ07dg8?rel=0&amp;w=560&amp;h=315]<\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">A long, long time ago, as long as in the 60s, Andy Warhol said that<\/span><\/p>\n<blockquote>\n<p style=\"text-align:left;\"><span style=\"color:#000000;\">&#8220;In the future, everyone will be world-famous for 15 minutes.\u201d<\/span><\/p>\n<\/blockquote>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">And you know what? Amateur and grassroots works were\u00a0<em>there<\/em> and\u00a0<\/span><span style=\"color:#000000;\">often\u00a0<\/span><span style=\"color:#000000;\">were in opposition to popular culture. The only difference is that <strong>before the internet they couldn\u2019t be disseminated on a mass scale<\/strong>.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align:justify;\"><span lang=\"EN-US\" style=\"color:#000000;\">Memes are virtual and visual remixes or collages that are often, simply,\u00a0<em>funny<\/em>. And that&#8217;s it. You saw it, you chuckled, you scrolled down. However, <strong>memes are also a kind of commentary on popular culture, mass media, politics<\/strong>.<strong> Just like art<\/strong>. Internet became a distribution channel open for anybody and accessible worldwide. Everybody can discover their creativity and become critics, comedians, or artists.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align:center;\"><strong><span style=\"color:#000000;\">And then the European Union created a creepy-looking Article 13. And nothing was ever like before.<\/span><\/strong><\/p>\n<p>&nbsp;<\/p>\n\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">Article 13 comes from an EU<span style=\"color:#800000;\">\u00a0<em><a style=\"color:#800000;\" href=\"https:\/\/eur-lex.europa.eu\/legal-content\/en\/TXT\/?uri=CELEX%3A52016PC0593\" target=\"_blank\" rel=\"noopener\">Proposal for a Directive of the European Parliament and of the Council on Copyright in the Digital Single Market<\/a><\/em><\/span>. Be honest, you haven&#8217;t read the title. Anyway, the content of this directive is was longer than its title. I mean, <em>really<\/em> way longer.<\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">Thankfully, we have the\u00a0<span style=\"color:#800000;\"><a style=\"color:#800000;\" href=\"https:\/\/www.bbc.com\/news\/technology-44412025\" target=\"_blank\" rel=\"noopener\">BBC<\/a><\/span>, where the Copyright Directive (especially Article 13 of the Directive) is described as<\/span><\/p>\n<blockquote><p><span style=\"color:#000000;\">\u201c(&#8230;) an attempt to <strong>reshape copyright for the internet<\/strong>, in particular, <strong>rebalancing the relationship between copyright holders and online platforms<\/strong>.\u201d<\/span><\/p><\/blockquote>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">As said in <span style=\"color:#800000;\"><a style=\"color:#800000;\" href=\"https:\/\/knowyourmeme.com\/memes\/events\/eu-copyright-directive-article-13\" target=\"_blank\" rel=\"noopener\">Knowyourmeme<\/a><\/span>, it makes any platform with a \u201csignificant\u201d amount of user-created content maintain a data system of this content and take down content that \u201cbreaks\u201d the copyrights.<\/span><\/p>\n<p><span style=\"color:#000000;\"><span lang=\"EN-US\">So, this directive gives more power and money to, mainly, big corporations. <\/span><span lang=\"EN-US\">Or am I only exaggerating? <\/span><\/span><\/p>\n<figure id=\"attachment_312\" aria-describedby=\"caption-attachment-312\" style=\"width: 432px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone  wp-image-312\" src=\"https:\/\/hashtagart.blog\/wp-content\/uploads\/2018\/10\/5b29d09482b33.jpeg\" alt=\"5b29d09482b33.jpeg\" width=\"432\" height=\"562\" \/><figcaption id=\"caption-attachment-312\" class=\"wp-caption-text\"><em><span style=\"color:#808080;\">Found on<\/span> <a href=\"https:\/\/www.memedroid.com\/memes\/detail\/2419842\/This-system-treats-restrictions-on-free-expression-as-the-unfortunate-but-unavoidable-collateral-dam?refGallery=tags&amp;page=1&amp;tag=article+13\" target=\"_blank\" rel=\"noopener\"><span style=\"color:#800000;\">memedroid<\/span><\/a>, <span style=\"color:#808080;\">created by<\/span>\u00a0<span style=\"color:#800000;\"><a id=\"detailed-item-author\" class=\"dyn-link\" style=\"color:#800000;\" href=\"https:\/\/www.memedroid.com\/user\/view\/LizardWizard\" rel=\"author\">LizardWizard<\/a><\/span><\/em><\/figcaption><\/figure>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">Well. <strong>Article 11<\/strong>, or rather a \u201clink tax,\u201d states that anyone who would like to link to a news website (on a blog, Facebook, Twitter, etc.) must first get a license from the publisher. So, as <a style=\"color:#000000;\" href=\"https:\/\/www.independent.co.uk\/life-style\/gadgets-and-tech\/news\/eu-...t-copyright-memes-latest-vote-internet-article-11-13-a8534121.html\" target=\"_blank\" rel=\"noopener\"><span style=\"color:#800000;\">The Independent says<\/span> <\/a><\/span>, <span style=\"color:#000000;\">the big corporations (Facebook, Twitter) will have to pay the publisher because of users who link to a news website\/article.<\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">But wait, it\u2019s getting better.<\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\"><strong>Article 13<\/strong> is referred to as a &#8220;Memes Ban,&#8221; but it will concern every user on the Internet. <\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\"><strong>Article 13\u00a0<em>is<\/em> a censorship tool.<\/strong> \u00a0<\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">Article 13 suggests platforms to use \u201c<strong>effective content recognition technologies<\/strong>,\u201d which are basically filters that find copyrighted content (images, music, text, videos) and automatically remove them from the platform. Seems ok?<\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">It&#8217;s not. According to <a style=\"color:#000000;\" href=\"https:\/\/www.eff.org\/deeplinks\/2018\/06\/internet-luminaries-ring-alarm-eu-copyright-filtering-proposal%20Strona%201%20z%204\" target=\"_blank\" rel=\"noopener\"><span style=\"color:#800000;\">Electronic Frontier Fundation<\/span><\/a>, a group of over 70 prominent internet-related figures, like the inventor of the <strong>World Wide Web Tim Berners-Lee<\/strong> and <strong>Wikipedia co-founder Jimmy Wales<\/strong>, wrote a <span style=\"color:#800000;\"><a style=\"color:#800000;\" href=\"https:\/\/www.eff.org\/files\/2018\/06\/13\/article13letter.pdf\" target=\"_blank\" rel=\"noopener\">letter<\/a>\u00a0<\/span>to the EU when the directive was first introduced in June. <strong>They said that the online platforms will become<\/strong><\/span><\/p>\n<blockquote>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">\u00a0\u201c<strong>a tool for the automated surveillance and control of its users<\/strong>.\u201d<\/span><\/p>\n<\/blockquote>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">Nonetheless, <strong>some say <\/strong>that the new regulation is just what ought to happen. Two Youtubers, <span style=\"color:#800000;\"><a class=\"yt-simple-endpoint style-scope yt-formatted-string\" style=\"color:#800000;\" href=\"https:\/\/www.youtube.com\/channel\/UCamLstJyCa-t5gfZegxsFMw\" target=\"_blank\" rel=\"noopener\">Colin and Samir<\/a>,<\/span> try to convince the viewers that<strong> Article 13 is a natural process and that it is okay<\/strong>.\u00a0<\/span><\/p>\n<p>[youtube https:\/\/www.youtube.com\/watch?v=EM-No65BGcc?rel=0&amp;start=8&amp;w=560&amp;h=315]<\/p>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">The problem is that <strong>it is not okay<\/strong>. It takes away the freedom of creativity from the internet users. It gives power to machines that cannot get the context of parody or remix. <strong>It gives more tools for corporations and governments to filter out unwanted content<\/strong> &#8211; it gives legal tools to censor anybody. <strong>It takes our artistic expression and gives more money to big corporations<\/strong>. Does this sound okay? Maybe for those two guys who work on\/with\u00a0Youtube.<\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:#800000;\"><a style=\"color:#800000;\" href=\"https:\/\/wikimediafoundation.org\/profile\/jan-gerlach\/\" target=\"_blank\" rel=\"noopener\">Jan Gerlach<\/a><\/span><span style=\"color:#000000;\"> from Wikimedia Foundation also thinks differently from those optimistic fellows. He\u00a0<span style=\"color:#800000;\"><a style=\"color:#800000;\" href=\"https:\/\/blog.wikimedia.org\/2017\/06\/06\/european-copyright-directive-proposal\/\" target=\"_blank\" rel=\"noopener\">writes on the Wikipedia blog<\/a><\/span>\u00a0that<\/span><\/p>\n<blockquote>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">\u201cFirst, <strong>filters are often too broad<\/strong> in their application because <strong>they aren\u2019t able to account for the context of the use of a work<\/strong>.<\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">Such filtering systems also <strong>fail to make good case-by-case decisions<\/strong> that would take into consideration copyright laws in various countries that may actually allow for the use of a work online.<\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\">In other words: they can be repurposed for <strong>extensive surveillance of online communications<\/strong>.<\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:#000000;\"><strong>Art. 13<\/strong> of the proposed copyright directive would actually<strong> lay the groundwork for mass-surveillance that threatens the privacy and free speech of all internet users<\/strong>\u201d<\/span><\/p>\n<\/blockquote>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_313\" aria-describedby=\"caption-attachment-313\" style=\"width: 420px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"  wp-image-313 aligncenter\" src=\"https:\/\/hashtagart.blog\/wp-content\/uploads\/2018\/10\/5ba213fe065b5.jpeg\" alt=\"5ba213fe065b5\" width=\"420\" height=\"409\" \/><figcaption id=\"caption-attachment-313\" class=\"wp-caption-text\"><em><span style=\"color:#808080;\">A meme on Artilce 13. As this division occurs, corporations will have more reasons to push this directive across the whole internet, <strong>across the whole world<\/strong>. <\/span><\/p>\n<p style=\"text-align:center;\"><span style=\"color:#000000;\">Platforms will implement the filter and censorship machines, \u00a0and the internet that we know, <strong>the free internet, will cease to
